Halloween in Montana should be moved to the first weekend in October.  The leaves will still be falling from the trees, the air still warm enough to wear costumes without coats, the threat of snow not yet real enough to matter.  It would FEEL like Halloween, the holiday we see in movies and read about in books.  That is all.
